between israelis and palestinians in washington. i recognize many are pessimistic about this process. this cynics say israelis and palestine are too distrustful of each other into divided to forge a lasting peace. rejectionist on both sides will try to disrupt the process with bitter words. and with. and with gunfire. some say the gap between the parties are too big the potential for talks to break down is too great and after decades of failure peace is not possible. i hear those voices of skepticism but i asked
7:13am
you to consider the alternative is an agreement is not reached palestinians will never know the pride and dignity that comes with the wrong state. israelis will never know the certainty and security that comes from stable neighbors who are committed to coexist. the hard realities of democracy will take hold. more blood will be shed this holy land will remain a symbol of our differences instead of our humanity. i refuse to accept that future. we all have a choice smith each of us must use the pass of peace that begins with the parties themselves and must answer the call of history earlier this

month at the white house i was struck by the words of both the leaders. he said i came here today to find a historic compromise that will enable both people to live in peace security and dignity. president said we will spare no effort and work diligently and tirelessly to assure negotiation achieve with these words must now be followed by action. i believe both leaders have the courage to do so. but the road they have to travel is exceedingly difficult. which is why i call upon its release and palestinians and the world to rally behind the gold that these leaders now share. we know there will be tested along the way and that one test is

fast approaching. israel's moratorium has made a difference on the ground and improve atmosphere for talks. our position is well known we believe the mud moratorium should be extended. we also believe talk should press on until completed. now's the time for the parties to help each other over, this obstacle. now's the time to build the trust and provide the time for substantial progress be made. now's the time for this opportunity to be so that this does not slip away. peace must be made by israelis and palestinians but each of us have responsibility to do our part as well. those of us that friends of israel must understand true security for the jewish state means independent

palestine one that allows palestinians to live with dignity and opportunity. those of us that our friends are with palestine must understand the rights of the palestinian people will be won only through peaceful means. including genuine reconciliation with israel. i know many found themselves as friends of palestine but these pledges of friendship must be secured supported by deeds. those who have signed done should seize this opportunity to make their real by taking steps toward the normalization that a promising israel. those who speak on behalf of palestinian self- government should help the palestine authority politically and financially and in doing so palestinians build their state.

those long to see an independent palestine, must adopt to try tearing down israel. after thousands of years jews and arabs are not strangers in a strange land. after 60 years in the community of nations israel's existence must not be a subject for debate. israel is a sovereign state and a historic homeland of jewish people. it should be clear to all the efforts to chip away will only be met by the unshakable opposition of the united states. efforts to threaten or kill israelis will do nothing to help the palestine people the slaughter of innocent israelis is not resistance its injustice. make no mistake the courage of a man like who stands up under

burdens of the challenges i have addressed recession, war, conflict, there is always a sense of urgency even emergency the drives are 4 policies. indeed after a month of millennium marked by wars this institution reflects human beings to create a form to deal with emergencies that will come. even as we confront challenges we must also some and the foresight to look beyond them and consider what are we tried to build over long term. what is the world waiting for us when today's battles are brought to the end. that is what i would like to talk about for the remainder of my time today. one of the first actions of this assembly was to adopt a universe serve declaration of human rights in 1948. that declaration
7:21am
begins by stating that recognition of the inherent dignity and equal rights of all members of the human family is the foundation of freedom justice and peace in the world. the idea is a simple one. freedom justice and peace for the world must begin with freedom and justice and peace in alliance of vintage visual human beings. for the united states this is a matter of moral and pragmatic necessity. as robert kennedy said the individual man the child of god, is the touch stone of values. all society groups the state exists for his benefit. so we stand up for universal values because it is the right thing to do. but we
7:22am
also know from experience that those who defend these values for their people have been our closest friends and allies. well those who have denied those rights whether terrorist groups or governments have chosen to be our adversaries. human rights have never gone unchallenged not in any of our nations. not in our world. tyranny is still with us whether it manifest itself in the taliban killing girls tried to go to school. north korea that in slaves is some people, armed group in the condo that use rate as a weapon of war. in times of economic unease there can also be an anxiety about human rights. today as in past times
7:23am
some put human rights aside for the promise of short term stability. or the false notion that economic growth came come at the expression of freedom. we see leaders of abolishing term- limits. crackdowns on civil society, corruption smothering entrepreneurship, we see democratic reforms deferred indefinitely. as i said last year, each country will pursue a path rooted in the culture of its own people. yet experience shows us history is on the side of liberty. the strongest foundation for human progress lies in the open economies open societies, open governments. to put it simply democracy more than any other form of

government delivers for citizens. i believe that truth will grow stronger in a world where the borders between nations are blurred. america is working to shape a war world that shapes this. a corrupted the economy must never eclipse human beings. all of us want the right to educate our children to make a decent wage to care for the sick, to be carried as far as our dreams and deeds will take us. that depends on economies that test people. including the potential of women and girls. letting entrepreneurs start a business without paying a bribe, governments that support opportunity instead of stealing from their people. that means rewarding hard work. >> live pictures from new york with the president is addressing
